What the site keeps in your browser
Only the Candidacy pages write anything, and only these names:
hc-key: your Candidacy link's key, written when you open your link, so your card opens without the link in the address bar. It is kept in this tab's session storage and goes when the tab closes, unless you tick “Keep me signed in on this device”, which also keeps it in local storage until you sign out.hc-plan-draft: the Game Plan you are writing for a round, kept in local storage on this device until you submit the round or sign out.hc-letter-draft: the draft of your Letter, kept in local storage on this device until you submit it or sign out.hc-reported: which progress notes this tab has already counted, so none is counted twice. It is kept in this tab's session storage only.hc-device: a random mark for this browser, made the first time you open your card or a marker link. It is not a secret and says nothing about you; it is sent only to this site's own server, so that a round cannot be confirmed on the candidate's own device (rule H4). It stays in local storage when you sign out.
Each is strictly necessary for something you asked for. “Sign out on this device”, on your Candidacy page, removes all of them except the device mark. None is sent anywhere except the key and the device mark, which go only to this site's own server, in request headers and never in an address.
Analytics
A cookieless collector counts page views and a fixed list of named events, listed on the privacy page. It stores nothing in your browser.
Why there is no banner
A banner asks permission for cookies and trackers that need it. This site has neither, so it asks for nothing.
